Emergency Area is regulated by Article 3 of the Statute of the National Confederation of the Misericordie of Italy. Its purpose is to implement and promote all actions needed to strengthen and coordinate the operational capacities of the Misericordie to prevent risk and to respond to potential emergencies on the national territory.

Planning
Planning encompasses the identification of resources, the analysis of critical aspects, the definition of roles and responsibilities, and the development of procedures enabling a swift and efficient response to emergencies.
Preparation
Preparation refers to all measures and actions to effectively respond to the event and to reduce its effects. This is achieved through the implementation of activities aimed at mitigating disaster and emergency risk.
Response
Response refers to the set of actions taken after a potential or actual event, aimed at supporting the restoration of the affected community’s internal mechanisms.
Area Emergenze ha le seguenti funzioni
PREVENZIONE
Intesa come l’insieme delle attività strutturali e non strutturali, mirate ad evitare o ridurre i possibili danni in caso di calamità. Comprende: ALLERTAMENTO, MONITORAGGIO degli eventi e l’evoluzione degli scenari di rischio e la FORMAZIONE degli operatori del sistema.
Sono importanti attività anche l’informazione alla popolazione, la diffusione della conoscenza e della cultura della protezione civile, applicazione e aggiornamento della normativa di settore, la promozione e l’organizzazione di esercitazioni a ogni livello territoriale.
PIANIFICAZIONE
intesa come l’individuazione di risorse, l’analisi delle criticità, l’identificazione di ruoli e responsabilità e lo sviluppo di procedure che permettono di rispondere rapidamente ed efficacemente alle emergenze.
PREPARAZIONE
intesa come l’insieme delle misure e azioni intraprese per consentire la risposta all’evento e la riduzione dei suoi effetti, attraverso l’implementazione di attività volte a ridurre il rischio di disastri ed emergenze.
RISPOSTA
intesa come la somma delle azioni intraprese a seguito della minaccia di accadimento dell’evento o a seguito del verificarsi dell’evento, facilitando il ristabilimento dei meccanismi interni della comunità colpita.
